Our company has team members located in Ohio, Iowa and Louisiana with experience working across the United States on medical, dental, and office projects.

Rayleen Orlando
CEO
Rayleen Orlando
Rayleen Orlando is Chief Executive Officer of VOC Associates and responsible for formulating long-term strategies and overall direction of the company. Since cofounding the firm nearly 10 years ago, Rayleen has defined VOC’s vision as a leader in the healthcare planning niche. With a diverse background in construction, healthcare, and personal training, she inherently understands the two most valuable assets of an organization are its clients and employees.
In addition to raising her three children, Rayleen paints silly pictures, reads ridiculously long books and keeps herself in motion with yoga, weightlifting and hiking.

Chris Orlando BSN, RN
President
Chris Orlando BSN, RN
Chris Orlando, BSN, RN has a diverse background that extends beyond his service as a clinician. He is an EntrepreNurse, inventor, and a Certified High-Performance Coach.
A graduate from the University of Toledo, Chris earned a Bachelor of Science of Biology in 1995 and a Bachelor of Science in Nursing in 1998. After spending years at the bedside in the critical care arena, Chris served as a Clinical Specialist for Medline Industries and GE HealthCare, assisting clients across the U.S. He is a serial entrepreneur who has co-founded multiple companies, including VOC Associates, LLC.
VOC Associates is a premier healthcare consulting firm that provides complex planning and activation services for hospitals, laboratories, and clinics. As a hands-on leader, he saves project teams time, money, and pain during design and construction and minimizes the stressors for clinical teams as they prepare to occupy the new facility.
Active in his community, Chris enjoys mentoring other entrepreneurs and local non-profit organizations. Along with inventing products and creating solutions for problems, he likes to stay in motion and consistently test his personal limits with hiking challenges, cycling, and physical fitness.

Dan Norman
Director of Implementation Services
Dan Norman
Dan Norman is a Director of Implementation Services at VOC Associates, where he manages Implementation, Procurement and Building Load activities for various hospital and dental school projects. Dan is a Navy Veteran who was honorably discharged in 1986.
Dan has successfully completed projects at several large Hospital and Dental schools (ie. Cleveland Clinic, Case Western Reserve, and the University of Iowa). Dan is a strong supporter of what VOC stands for, the Voice of the Customer. Dan will listen to his customers’ needs and expectations and make sure everyone works as a team to ensure the projects are a success.
Dan is an avid bike rider, who rides for several charities every year. He is from Stow, Ohio.

Danielle Benford

Danielle Benford
Danielle Benford is a Senior Vice President at VOC Associates, where she leads multiple teams, including managing Activation, Transition, Implementation, and Medical Equipment services.
Danielle has worked with multiple healthcare, dental, and lab facilities across the United States, and earned her BA from the University of Iowa in 2007. Danielle has studied LEED Design Principles and Evidence-Based Design (EDAC) throughout her tenure in the healthcare and construction fields. Danielle enjoys working with people from diverse backgrounds and loves solving complex and challenging problems that arise on various projects. Danielle is excited for the future of VOC Associates and is thrilled to be part of a supportive and cohesive team that only wants the best for each other.
Danielle spends her free time attending her daughter’s dance events, being a dog & cat mom, and winning Fantasy Football championships. Danielle is located in the Iowa City, IA area.

Jodelle Dougherty

Jodelle Dougherty
Jodelle Dougherty is a proud United States Navy veteran and graduate of Hamline University with a four year Paralegal Certificate (BA). She has a background that includes general contracting, ready mixed concrete, and general equipment planning prior to becoming a full-time Medical (Dental) equipment planner, which she has been doing since 2007.
Jodelle has successfully worked on a myriad of projects including a VA in Denver; an Indian Health Services in Eagle Butte, South Dakota; a large multi- stage OSHPD remodel/addition in Salinas, California; specialty labs at Mayo Clinic in Rochester, MN; and several dental schools. Jodelle’s spectrum of experience has assisted her in working with even the most challenging clients/users with a positive attitude and outcome.
Jodelle prides herself in adapting her planning process to best serve each client’s needs – every project has its own needs and limitations and is treated as such. She loves her job and that shines through in every project she participates in.
Jodelle recently left her hometown of St. Paul, Minnesota for a new and exciting adventure in New Orleans with her husband – it’s all about warmer weather, music, wonderful food, and family.

Desirae Hanrahan
Director of Healthcare Transition & Activation
Desirae Hanrahan
Desirae is our Director of Healthcare Transition & Activation based in Iowa and serves our Client-Partners locally and afar. She leads the growing Transition Team in Iowa, and hails from Iowa City – home of the Hawkeyes (Go Hawks!). She manages and executes transition planning, implementation, and activation on numerous large-scale projects. Her work is every bit as detail oriented as she is. Desirae strives to make the project process simple for end users by using her experience and expertise on the job to handle all of the complex details that are sure to come along. Desirae is committed to alleviating stress and finding creative solutions to maximize everyone’s time and bottom line on a project. She enjoys cultivating new relationships and enhancing built-relationships with our client partners.
Des is a mom to three busy kids and spends her free time making memories with them. She enjoys golf, trying out new courses, and watching scary movies and true crime.

Laura Popovich
Transition & Implementation Project Manager
Laura Popovich
Laura is an Assistant Transition Project Manager here at VOC Associates. Laura has great relationships with everyone she meets, including the vendors distributing incoming medical equipment and the warehouse where we secure the medical equipment for upcoming projects. Tracking incoming shipments and meeting all the needs necessary is important to ensure each project can have a successful opening day! Laura has 10+ years of experience in the transportation and logistics industry.
Laura specializes in coordinating the delivery and removal of special commodities and equipment. Laura works hand-in-hand with Dan Norman securing building load activities for various hospital and dental school projects. Laura loves her job and is grateful to be working alongside such wonderful coworkers.
Laura’s positive outlook is a great asset to have on the team. Laura has lived in some of the most beautiful suburbs near the coast of Lake Erie in Cleveland, Ohio her whole life. Laura is enjoying raising her teenage children and all the fun that comes with that. She has been with her husband for 20+ years and believes “When we are no longer able to change a situation – we are challenged to change ourselves.” -Viktor E. Frankl-

Daniel Vargas

Daniel Vargas
Danny leads the medical equipment planning team at VOC Associates. He earned a Bachelor of Science in Engineering from James Madison University (Harrisonburg, VA), a Master of Science in Biomedical Engineering from East Carolina University (Greenville, NC), and a Master of Business Administration from Virginia Commonwealth University (Richmond, VA.). Danny enjoys working with new clients because understanding how they operate in the healthcare industry provides a learning opportunity.
With his technical background and clinical-workflows knowledge, Danny uses his skills to provide solutions that incorporate all aspects of health care. His perspective is – “Health care is more than just patients and providers. Health care is about all team members who enhance patient-care experiences and environments before, during and after patient care.” Danny’s methodical problem-solving approach allows him to provide critical input and feedback to design and engineering teams to capture clients’ medical equipment needs. He enjoys working with end-users to develop solutions that optimize their workflows and patient-care areas.
Prior to joining the VOC team, Danny worked for UVA Health in Charlottesville, VA. While at UVA Health, he worked on various capital projects, including the University Hospital Expansion Tower, and their state-of-the-art Orthopedic Outpatient Surgery Center.
During his spare time, Danny enjoys going on long walks with his wife and dog, reading, hiking and camping. He also enjoys visiting his family throughout the country and abroad.

Sean Pack
Implementation Project Manager
Sean Pack

Sean Pack is an Implementation Project Manager here at VOC. He is a proud graduate of Tiffin University and lives in the western suburbs of Cleveland, OH with his wife Colleen, daughter Emily, and son Ryan. Sean has over 20 years of construction experience in both residential and commercial, primarily as a project manager and loves to provide handyman services to family and friends in his spare time.
When not working with tools, Sean enjoys mountain biking.
Sean’s role at VOC includes tracking equipment and leading load-in activities for healthcare construction projects. Sean’s goal as a project manager is to ensure the process goes smoothly and according to plan. This includes not only listening – but being available to listen, providing solutions to issues and challenges that arise, following through until resolution, and constantly learning.

Ryan DeWalt
Senior Medical Equipment Planner
Ryan DeWalt
Ryan attended Penn State University where he received his B.S. in Health Policy and Administration. During his education, Ryan focused on access to care and underserved populations. He is motivated by helping our clients find ways to better serve their communities and considers every successful project one step closer to equitable and effective healthcare for all.
Prior to VOC, Ryan spent five years in a dual role as a medical equipment planner and BIM Manager and has worked for clients coast to coast. He also worked for Lehigh Valley Health Network as a project manager in design and construction, controlling budgets and schedules for all aspects of capital spending projects from shell and core construction to clinical and information technologies. Having worked on projects from both the consultant’s and owner’s side of the table gives Ryan an edge in collaboration and decision making in his projects.
When Ryan isn’t planning medical equipment he is usually cooking (and eating) or spending time with his two daughters taking walks, reading books and doing crafts.

Leon Rozic
Senior Transition Project Manager
Leon Rozic
Leon Rozic is a graduate of Ohio University with a degree in Civil Engineering (BS). Leon comes with over two decades of healthcare design, construction, and activation management experience with nearly $1.5 billion dollars of capital projects under his belt. His broad background, which includes construction management and Owner’s Representative services, has helped clients and project team members deliver projects successfully over his career.
In addition to his outstanding work ethic, Leon prides himself in his ability to quickly build rapport with project team members and adapt to changing project environments. Leon is excited in his role as Senior Transition Project Manager and is looking forward to sharing his talents.
When Leon is not working, he is training for the VeloSano – ride to cure event where he has participated for over the last ten years in the 100 mile ride. Besides the great exercise, he has raised thousands of dollars for this great charity.

Brett Youngbeck
Transition & Implementation Project Manager
Brett Youngbeck

Brett graduated from Wisconsin Lutheran College with a Bachelor of Science degree in Sports and Exercise Science. After graduation, Brett moved into the corporate sales world – selling in multiple industries such as insurance SaaS, executive recruitment, temporary recruitment and call center services. His greatest achievement came with leading the inception of the Inside Sales Department for Titus Talent Strategies.
During the pandemic, Brett took the lead to provide much needed call center support for multiple state unemployment departments. Through his hard work and determination, Brett helped provide thousands additional agents across 8 states helping residents receive their unemployment benefits.
Brett prides himself on his attention to detail, work ethic and relationship building skills. With a diverse background across multiple industries, he brings a wealth of knowledge and experience to VOC Associates.
In his free time, Brett enjoys an active lifestyle of both ball golf and disc golf, hiking, biking and weekend trips with his wife.

Chloe Zukin
Transition & Implementation Project Manager
Chloe Zukin

Chloe is a Transition & Implementation PM. Chloe holds an Associate’s Degree in Applied Sciences (Paralegal) from Kirkwood Community College and brings a diverse background in customer service, operations, and commercial sales. Her career path has taken her from managing high-volume hospitality teams to overseeing fleet operations and payroll, commercial sales, and project management.
At VOC Associates, she brings strong communication, attention to detail, and a results-oriented mindset to every client relationship. She values organization, follow-through, and building trust—qualities that guide her approach across industries. Chloe enjoys working within groups and meeting new people, and facing a challenge head on to find solutions.
In her free time, she enjoys reading, hanging out with friends and family, and traveling to new places.

Denise Ready

Denise Ready
Denise Ready brings over 30 years of healthcare experience to her work with VOC Associates, combining a strong clinical background with expertise in project management and healthcare planning. With credentials in nursing (RN, BSN), project management (PMP), and evidence-based design (EDAC), and business (MBA), Denise has a well-rounded perspective on how environments impact both patient care and staff workflow.
During her time at Cleveland Clinic, Denise contributed to a wide range of initiatives aimed at improving operational effectiveness and supporting care teams. Known for her calm presence, collaborative spirit, and attention to detail, she helps teams navigate complex transitions with steadiness and clarity.
Denise supports move planning, equipment validation, and workflow alignment—all with a focus on helping teams feel prepared and confident in their new environment.
Whether she’s double-checking room layouts or helping to smooth out move logistics, Denise brings a practical, grounded approach to every project.
Her work is guided by a simple goal: to make new spaces safe for patients and feel ready, familiar, and supportive for the people stepping into them.

Jordan Carr

Jordan Carr
Jordan brings over a decade of experience in healthcare program management, operations, and community health initiatives. A graduate of the University of Iowa College of Public Health, his background includes leading large-scale projects, managing cross-functional teams, and working with diverse stakeholders to deliver impactful results.
His experience in healthcare systems and strategic initiatives allows him to approach projects with a strong focus on organization, communication, and problem-solving. Jordan is committed to helping project teams navigate complex transitions with clarity and efficiency. He values collaboration and takes pride in supporting clients through every phase of the project to ensure a smooth and successful activation.
Jordan is based in the Cedar Rapids area and enjoys staying active, connecting with his community, and spending time with family and friends.

Mario Nemr

Mario Nemr
Mario Nemr is a results-driven Transition & Implementation Project Manager with over 10 years of experience in construction project management, specializing in general construction across complex commercial environments. He works collaboratively with multidisciplinary project teams to ensure seamless execution throughout all phases of the project lifecycle.
Recognized for his strong communication skills, positive leadership style, and proactive problem-solving approach, Mario is committed to addressing field challenges efficiently and delivering solutions that align with client objectives.
Mario spends his free time hanging out with family, building projects in the garage, and watching sports. Mario is located in the Northeast Ohio area.
